Third-Party Risk Management (TPRM)
Your vendors are inside your perimeter. They have been for years. The question isn’t whether third-party access creates risk — it does, structurally and inevitably. The question is whether you have any real visibility into it.
What It Actually Is
Third-Party Risk Management is the structured process of identifying, assessing, monitoring, and reducing risk introduced by external organizations that have access to your systems, data, or operations. That includes software vendors, cloud providers, managed service providers, contractors, logistics partners, and any other entity with a connection — direct or indirect — into your environment. The scope is broader than most security teams treat it. If a vendor has API access to your customer data, that’s TPRM. If a payroll provider processes your employee records, that’s TPRM. If a law firm holds your M&A documents on their servers, that’s TPRM. The attack surface doesn’t end at your network boundary — it ends at the boundary of everyone you’ve trusted with access.
Why Vendor Risk Is Structurally Different
Internal risk is hard. Third-party risk is harder, because you have no direct control over the security posture of the organizations you depend on. You can mandate that your own engineers patch systems within 30 days. You cannot mandate the same for a vendor — you can only ask, verify, and make contractual commitments that are difficult to enforce in practice. You can monitor your own network. You cannot monitor your vendor’s network. When they get breached, you will likely find out from a news article or a breach notification letter, not from your own detection capabilities. This asymmetry is what makes TPRM genuinely difficult. The risk is real, the visibility is limited, and the leverage is contractual rather than technical.
The Failure Mode of Traditional TPRM
Most organizations do TPRM through questionnaires. A vendor fills out a 200-question spreadsheet annually, someone reviews it, a risk rating gets assigned, and the file gets stored until next year’s review cycle. This approach has three fatal flaws. First, questionnaires are self-reported. A vendor telling you they patch within 30 days and a vendor actually patching within 30 days are different things. There is no verification built into the process. Second, annual reviews don’t reflect reality. A vendor’s security posture can deteriorate significantly between assessments. A key security engineer leaves. A new cloud environment gets provisioned without proper controls. A critical system goes unpatched for six months. None of this appears in last year’s questionnaire. Third, the questionnaire covers intent and policy, not actual exposure. A vendor can have excellent written policies and a publicly exposed admin panel running default credentials. The document doesn’t show you the panel.
What Mature TPRM Looks Like
Tiered vendor classification. Not all vendors carry the same risk. A vendor with read-only access to non-sensitive data is categorically different from one with write access to production systems or custody of customer PII. Your assessment depth, monitoring frequency, and contractual requirements should reflect those tiers. Applying the same process to every vendor wastes resources and obscures the vendors that actually matter. Continuous external monitoring. The most valuable signal on vendor posture isn’t what they tell you — it’s what their external footprint shows. Are their certificates expiring? Are there newly exposed services on their infrastructure? Have they appeared in breach databases? This is observable without vendor cooperation, and it reflects actual current state rather than last year’s self-assessment. Fourth-party awareness. Your vendors have vendors. If your payment processor relies on a single cloud provider and that provider goes down or gets breached, your exposure is real even though you have no direct relationship with the subcontractor. Critical vendor dependencies need to be mapped, not assumed. Contractual teeth. Right-to-audit clauses, breach notification windows, data handling requirements, and minimum security standards need to be in contracts — not best-effort commitments. Contracts don’t prevent breaches, but they create accountability and define what happens after one. Offboarding discipline. Vendor access that persists after a contract ends is an open door. Access provisioned for a specific project that never gets revoked is an open door. Vendor offboarding needs to be a defined process with verification, not an assumption.
The Metrics That Actually Matter
Stop measuring TPRM by questionnaire completion rates. That metric tells you how good your vendors are at filling out forms. Measure instead: what percentage of critical vendors have been assessed in the last 90 days via external monitoring. How many vendors have access that hasn’t been reviewed in over 12 months. What’s the average time between a vendor breach becoming public and your team completing an impact assessment. How many vendors in your critical tier lack a right-to-audit clause. These metrics reflect actual risk posture, not process compliance.
Where TPRM Connects to the Broader Program
TPRM is a direct input to your overall risk register. Vendor exposures are organizational exposures — they need to be weighted alongside internal risks, not managed in a separate silo. EASM extends naturally into TPRM. Running continuous external discovery against your critical vendors’ infrastructure gives you an objective, real-time signal on their posture that no questionnaire can replicate. It’s not adversarial — it’s the same passive reconnaissance any attacker would run, used proactively for your benefit. IRM (Integrated Risk Management) is where vendor risk ultimately rolls up. A CISO presenting to the board needs to be able to say: here are our top third-party risk exposures, here is what we’re doing about them, and here is the residual risk we’re carrying. That requires TPRM data to be structured, quantified, and integrated — not living in a spreadsheet.

If the answer is “days” or “we’d have to look it up,” your TPRM program is a documentation exercise, not a risk program. Run passive external reconnaissance against your top 10 vendors this week. Check their certificate transparency logs, exposed services, and recent breach database appearances. Do it the same way an attacker would. What you find will tell you more about their actual posture than any questionnaire they’ve ever returned.
